Would a system comprised of:
TR 3990x
6 2080s (with bifurcation risers running in PCIe 3.0 x8 slots)
3 2TB Gen 4 nvme drives
With 6 VMs with 10 cores and its own 2080s and a 1 TB partition all watercooled and in a ~60 L case count a SFF?

? I say 'no'. 60 is just too far off.

I agree. Your able to run 6 machines off of it, so they're essentially 10L each all place right up against each other in one location lol. I'd personally let it fly.

are AWS and Google's servers technically less than 1mL per person? ?

EDIT: inb4 people use the excuse of running VMs to post pretty large builds in /r/sffpc ._.
