I'd like to upgrade a 1080p SFF Gaming Build to MAX settings - so I can just set it ... and forget it. Will these upgrades do the trick?

UPGRADES:
i3-12100F ---> i5-14500 or i7-14700 (locked / non-K)
3060 12GB / OC (TUF Gaming) ---> NVIDIA 4070 Super

OTHER PARTS:
motherboard: B660M ITX/ac (Asrock)
cpu cooler: IS-55 (ID-Cooling)
cpu buckle: Thermalright LGA 1700
case: PCCooler i100-2 ITX Case (9.5 Liters)
RAM: 16GB DDR 4 3200Mhz CL16 (Kingston Fury Beast)

If I'm honest, your current build is pretty much that already. Of course some games are not as nicely optimized, but in Cyberpunk, GoW (whatever most people play nowdays) you can have 60fps with the settings MAXED (but without RT) and 12GB VRAM sounds lovely. A 4070 Super could easily grant you 1440p and even higher refresh rates, however I would not use anything higher than a 13-14400 in that case. That will be more than enough to easily 100% even a 4080, there's no reason to invite extra heat into your system for additional cost.
