You can get in-win bq cases (the same chassis as the Chopin) for around that price used on eBay. They're all decommissioned office computers and the PSU should be fine. But if you don't already have all the rest of the hardware just go for a mini pc like k0n said.

Thanks, that's all really helpful info. Is there no way you can install the ODD the other way up so it would be correct in use? I think this would work for my needs if I can't figure out a way to get everything into something smaller.

Not sure what availability is like these days but the thermaltake engine 27 and 17 could fit the bill. I think there's a test of one of them around here somewhere, if I remember correctly it was fine for the size.
