You may be losing more performance than you think. On the version of that board they released with the 8th Gen Intel processors, that upper slot is not PCIE 3.0x4, but PCIE 2.0x4 with further halves the bandwidth. Perfect for a capture card, not so much for a full GPU.

That aside, most gaming laptop/standard laptop power adapters rely on 19.5V for power transfer specifically for amperage reasons. You may be able to wire yourself a buck converter if you strictly need 12V.

The P4 doesn't offer additional performance over the A2000 I currently have, but it is certainly much cheaper. As a starter GPU for an 8-9th gen Optiplex system, I think it's a fantastic GPU for budget users! Personally I'm interested in the t4, but prices on those are still astronomical...
