To be honest, it's not worth the upgrade. 4th generation Core processors are extremely outmoded. It's possible to acquire cheap mini PCs from your usual OEMs off the shelf at Best Buy with many times better CPU and iGPU performance. Perhaps not for long though, given the memory shortage.

You may be losing more performance than you think. On the version of that board they released with the 8th Gen Intel processors, that upper slot is not PCIE 3.0x4, but PCIE 2.0x4 with further halves the bandwidth. Perfect for a capture card, not so much for a full GPU.
