    Well I suppose the TDP is the same as the 3000-series, and I've never had issues running those chips. So without having dealt with the 5000-series yet, I'd dare to say that it should be fine. You may want to tune the CPU settings in the BIOS as Ryzen CPUs (in general) tend to go a little wacky...

    I think you may be approaching the hard-cap of how little current can actually drive the impeller :) PWM is easier to control and can (with some software) be controlled directly from Windows. There may be options for voltage regulation in Windows too - without knowing from experience.
