Idk what's going on with the fans but you can set a custom fan curve inside MSI Afterburner. As for the power consumption, it's a known issue with (to my knowledge) no solution. Realistically your GPU is using something like 11-14W at idle but it doesn't have the sensors to detect idle power...

I don't think I'd run a 7950X on a 37mm CPU cooler. Coolers of that size are typically installed on 65W TDP (88W actual) processors; the 7950X is 170W TDP (230W actual). You'd have to heavily undervolt and power limit the CPU in order to keep the temps down, which will come at the cost of...
