I bought a 1070 Mini,

While playing i noticed it looks likes it's throttling around 73 degrees. The card never gets over 73, and the fans never get over 50% no matter what I throw at it.

How can I make it go hotter and increase the fan speed. I bought 2x Noctua fans for noise reduction, but it never gets loud, so there is no reason to change them. Am I doing something wrong or is this just how the 1070 mini works?

Have you tried using msi afterburner or zotac firestorm to change the fan speed manually?

You can also adjust the fan curve to make the fan spin faster at lower temperatures.

I have not. I just assumed the card would at least utilize all the fan power it had stock instead of throttling on 50% fan.

It doesn't quite work that way. You'll need to change the fan curve or temperature target. Clocks may also be limited by power limits, that you can also raise. Once you do that, you might find the noctuas useful.
