I have the same sticks. Mine are stuck at 3600MHz CL 18 18 24 18 38 @ 1.4V (according to software readings and 1.36V according to my BIOS settings). Though I think I can reduce the voltage and tRAS a bit.I'm using the Gigiabyte X570i and a R9 3900.
