Prebuilt Should I get a small board PC for an HTPC?

I'm looking at all these little board computers at the raspberry-pi form factor. They seem like a decent value for the most part. I'm not really farmiliar with 32 bit operating systems whereas I am somewhat familiar with W10 and Ubuntu.

This one called Latte Panda looks really cool to me. If they're any good I'd be willing to get the 4GB version for an HTPC or travel PC that can play non-competitive games, most probably Minecraft and some pixel-art titles like Stardew Valley, Shovel Knight or Bit Blaster XL.

IDK if this thing only runs Windows or if I could put Ubuntu on it. I mean for an HTPC that can do light gaming I can't imagine it gets much more SFF than that.
