Hi, Does anyone has a Drawing for the biggest/largest 3080?
I've seen the biggest one is the "MSI RTX 3080 SUPRIM X" But I'm not sure if the dimensions shown here are with or without the bracket.

It does depend what you consider to be the largest. The Suprim is definately the longest, but at 4 slots, I'd argue that the Gigabyte Aorus is probably bigger.

I was also wondering if the dimension includes the PCIE socket. I inserted these two images in my Cad Software And i got these measurements.
Dimensions of the card are: 336 x 140 x 61 mm

Yes, that is the correct, 140mm is height from bottom of the pcie connector to the highest point of gpu and that is a standard for measuring gpu's.
