Even on PCIE 3.0 it'll smash the A2000 - my 4 litre rig was PCIE 3.0 and I went from A2000 to 4060LP. I run the 4060 and a 5600G on a 250W PSU, without issue, and that's before I undervolted the 4060.Chrome has an English translation option on Taobao and it seem to work ok - I haven't bought anything from there or used it extensively, but it seemed to work ok.
