Instead of trying a bunch of BIOS maybe try one that has a zero RPM fan mode so you can at least program it yourself with Afterburner or a similar piece of software? However, I'm guessing it will be the same issue I ran into - the zero RPM cards have 4/5 pin fan headers and most of these LP cards have 3 pin fan headers so fan control may still be broken.Minimum 40% fan speed makes no sense
