Looks like a neat rig!! I hope I can eventually snag one on Ebay or Amazon.
Can be outfitted with a i9-9900 8-core, GTX1650 (slot-powered) half height card, and a 180W power supply.

Really cool note: It has a full sized PCIe x16 connector on the board, facing sideways and up!!

Very cool. Based on the ~167mm length of the Gigabyte card in the pictures, the motherboard looks to be ITX sized. I'm always a fan of sodimm for some reason. Looks like a fun board to tinker with!

That LVDS connector on the B360 board is very interesting!! Even if just for LED control of an external display, plugged into the graphics card.

Maybe you can try one of those agents, which will buy it for you and then ship it to you, for a fee of course.
I am not familiar with them and so I cannot say much.
Ask around (especially in that ''What's on Taobao'' thread. Many people have used such a service and should be able to help you further.
