So I ended up paying 11 dollars instead of 70. I emailed broker@ups.com asking for the 'commercial invoice' for 'self accounting' so when it entered the country they scanned and emailed that to me. I printed and took it to the CBSA inland office that handled low value shipments which was close to the airport (on the property but not in the airport) and then paid it there. Scanned and emailed the form they gave me back to the same UPS email and asked them to release the package and next day it's on its way.Probably delayed receipt by a couple of days and a drive to the CBSA office but totally worth it. If I wasn't driving past the airport it would have taken me an hour and a quarter there and back which is still worth it considering UPS' price, even to take time off of work.
