Seems like he tested it at PCIe Gen 3, which the RX 6400 is quite knee capped out of the box by AMD, which then translates to as good as the 1650.

At PCIe Gen 4, it should perform better, but I might be wrong.

the RX6400 performs sometimes better sometimes worse compared to the 1650 GDDR6 - very much depends on the benchmark / game - but overall similar

when it comes to availability, price and power draw the RX6400 is the clear winner - especially if you are looking for a single slot low profile GPU with decent performance
