I can only say if you do not get custom cables do not use the 645LT.

Better get one of these:
Noctua L9a with fan duct,
Alpenfän Black Ridge with VLP Ram and 120mm slim fan
Thermalright AXP-90 Copper
In Ryzen Master Software or UEFI you limit the 3900X to 65W and it will run without going the AIO route. You will lose some FPS in 65W but only in high FPS gamin in lower resultions like 1080p.
