Most of your choices sound solid, however:
B450 and B550 offer the exact same advantages in terms of undervolting. Only true advantage of B550 is PCIe Gen4 for the GPU. So B550 is only needed if you buy a GPU with 8 PCIe lanes I think.
Ryzen 5 5600 is definitely worth it over the 3600
Your GPU choices seem very strange? An RTX 3070 is way more powerful than the other cards you listed. Also the 1080 and 1080Ti are really old by now.
If you want to play Cyberpunk at 1080p Medium, and you care a lot about noise and power consumption, you should probably go with either an RTX 4060, 4060Ti or a Radeon RX 7600. Those are all rather affordable sub 150W cards. You can just buy one with the biggest possible cooler that fits in the DAN Case. Something like a Gigabyte RTX 4060 Aero. Only 115W TDP, true dual slot cooler, 281mm long. Will ron super quiet and can easily play Cyberpunk at 1080p High/Ultra.
