Cooling CPU getting too hot :(

Hey there people. My fairly new computer (3 months old or so) is getting too hot in some games. Surprisingly it's my cpu and not the gpu.

So here are the details:
: i-7 7700T
: gtx 1080
: 400W HD-Plex
: S-4 skyreach case
: I dont think any other parts really matter

So I thought the low thermal design of the 7700T would combat the smaller form factor, also I thought I would be getting many more issues from the gtx, but it's super cool.
I didn't skimp on the cpu cooler or thermal paste either, both noctua and expensive in respect to similar products.

So does anyone have any ideas as to how I fix this problem? I don't think I can undervolt the chip due to getting the T model and not the K, but I haven't looked into this extensivly. Thanks :)

What CPU cooler are you using? Noctua L9 I think it's called?

Might be Intel's awful thermal interface material (TIM)

What are you classing as too hot?
Might be worth remounting the cooler in case there's bad contact for whatever reason.
You may be able to undervolt with Intel XTU but yeah I wouldn't think that should be necessary on a T chip.
