I assume it's a fresh Windows installation, latest BIOS and you've already tried BIOS default settings?just a wild guess, but the PCIe riser cable somehow looks like the older PCIe Gen3 one... maybe you could try to set PCIe to Gen3 in BIOS and see what happens...
