I'd consider them equivalent, the 1080ti wins in some games while the 2070S wins in other games. However 1080ti will always lack the features of RTX, not to say its a feature that's worth it right now but who knows in the future. Also the 2070s is readily available and not that much more expensive than a used 1080ti mini. That's why I ended up going for the 2070S.
