Not sure why this is a surprise, your psu is genuine, the fan map is 3V till 480W loads.
This, btw, is why your 12V noc will not spin from the fan header as Noctua startup duty cycle is about 55% (6.5V ish on a 12V Noc)

Yep it doesn't offer really any more pcb real estate, Just extra height for big fan. Where as sfx gives more pcb area as well as same sort of size fan as tfx
