BIOS shouldn't affect it. It's the same like overclocking a CPU in BIOS and then afterwards via software. -

Be aware that the NF-A9x14 that comes with the L9a (or i) has 500 less more rpm max than the one you can buy separately. -

V4.1 is listed on Caseking (silver only, right now). Changelog on dan-cases.com: Looks like I'm going to have to wait for an AM4 ITX board with a Key-A (/Type E) header.
