Afterburner get real finicky with the gpu boost and power target, have you tried manual underclocking the card? That was what worked for my 1070. If not rma HDPlex is pretty lenient with its rma policy.

Larry did say that the new hdplex model should alleviate coil whine paired with higher power cards. Still have the old 250w model which coil whine pretty badly with a 1070 unless you framecap it and lower the power limit.

With the new hdplex model, maybe we'll get that Vega Nano one day. Hopefully no coil-whine :)

I have a modded s4 with a Gigabyte 1070, initially I do get lower temps with modded panel, heat does build up after an hour or two. I am keeping the fan speed under 45% though.

Yeah pretty much what mine's sound like, maybe be less loud... HDPlex has a pretty generous rma/support though. I believe it a three year warranty.
